Every Voice Matters: Building Confidence to Speak Up for Safety

Onboard a vessel, an overlooked hazard, an unsafe act left unchallenged, or a concern left unspoken could have serious consequences for the entire crew. That was the powerful message delivered at the Communication On Board – Speak Up for Safety Workshop, organised by the SMOU Youth Division on 22 July 2026 at the Lifelong Learning Institute.

The workshop brought together 18 young seafarers to build their confidence in raising safety concerns and foster a shipboard culture where everyone feels empowered to speak up. CaptTerrence Wong from Wavelink Maritime Institute (WMI) led the session, highlighting through practical examples how early intervention can prevent incidents from escalating into serious accidents.

A key focus of the workshop was understanding the Safety Intervention versus the Stop Work Policy. Safety Intervention uses timely communication to address unsafe actions, while the Stop Work Policy gives crew members authority to halt work immediately when danger is imminent. Both are critical tools in safeguarding lives at sea, and participants needed to understand when and how to use each.

The workshop also delved into the realities of life onboard and the challenges that often prevent seafarers from speaking up. Hierarchical structures, fear of blame, cultural differences among multinational crews, lack of experience, and generational gaps were identified as common barriers. For many participants, these discussions reflected challenges they may encounter during their seafaring careers.

Rather than avoid difficult conversations, Capt Wong equipped participants with assertive communication techniques and practical phrases to raise concerns clearly, respectfully, and professionally. This approach addresses safety issues without creating conflict, ensuring risks are not ignored.

The workshop also emphasised psychological safety. When crew members feel respected and valued, they speak up without fear of criticism or retaliation. This strengthens both teamwork and operational efficiency.

As the maritime industry continues to place greater emphasis on safety culture, the ability to speak up has become an essential skill for every seafarer. The workshop served as a timely reminder that safety is a shared responsibility. Regardless of rank or experience, every crew member has a role to play, and every voice has the power to make a difference.
